Dr. Todd Carrico, founder and CEO of Cougaar Software, Inc. (CSI), recently celebrated the twenty-fourth (24) anniversary of the company. He is a recognized expert and thought leader in cognitive agent computing, Artificial Intelligence (AI)-enhanced Human Collaborative Planning, and AI planning. Dr. Carrico has influenced the concepts, requirements, and designs of numerous military systems, including the design and development of the Class V Adaptive Demand Estimation System (CADES) as well as the Distributed Retrograde APEX Management (DRAM) system.

Dr. Carrico has been the Principal Investigator (PI) on numerous government and military efforts that have dealt with advanced technologies like automated operational and logistics planning, cognitive agents, AI-based decision support systems, and deep situation reasoning spanning Operations, Logistics, and Commercial domains. Prior to starting CSI, Dr. Carrico was the DARPA program manager for the Advanced Logistics Project (ALP) and later the UltraLog Program. These programs invented advanced cognitive agent technologies to solve massive logistics problems in the military domain. A former U.S. Air Force officer and Stanford University researcher, Dr. Carrico holds a Ph.D. in Computer Science.

Mr. Martin brings over 35 years of government and commercial IT contracting experience to the Cougaar Leadership Team. His extensive technical background includes management consulting services, cybersecurity, and application development. He has developed and implemented numerous internal processes leading to the significant expansion of several corporate business units.

As Chief Operations Officer (COO), Mr. Martin is responsible for overseeing program/project delivery for CSI’s Human Collaborative Artificial Intelligence (H-CAI) decision support solutions, financial management, business development, resource planning, and security. He also drives CSI’s strategic and operational planning initiatives in support of corporate technical and growth goals.

Mr. Sassoon is a Senior Advisor to Cougaar Software, Inc. (CSI) and is actively involved in various activities, including business development and proposal support, financial monitoring and security.  He is an active member of the CSI Management team as well as the companies Facility Security Officer (FSO).

Mr. Sassoon has over 40 years of information technology experienced gained in England, Canada and the USA working with government and commercial organizations.  His educational background is in the area of Operations Research & Computing.  Over the past 20 years, he has been working for CSI primarily with U.S. DoD agencies, delivering Human-Collaborative AI (H-CAI) Decision Support Systems focused around logistics and supply chain challenges.  Prior to CSI, Mr. Sassoon spent 10 years running a US branch office of a Canadian corporation focused on US government work in the civilian, and intelligence communities, primarily delivering ERP solutions.

Mr. Perkuchin is a proven leader who brings a strategic and customer-focused perspective to problem solving. As a career military officer, Mr. Perkuchin has over 30 years of executive management and leadership experience. During his service, Mr. Perkuchin held command and staff positions in engineering and logistical organizations in the Middle East, Asia and the continental United States, as well as during deployments to Africa and Haiti. Mr. Perkuchin has been with Cougaar Software for over ten years and has played a critical role in grounding CSI’s work in operational reality and placing the warfighter’s interest first.

As CSI’s VP of Government Solutions, he is focused on developing Human-Collaborative AI decision support for analysis, adaptive planning and management for CSI’s governmental customers. Mr. Perkuchin provides expertise and guidance for CSI’s performance on all government programs, including provision and implementation of CSI’s command and control and contested logistics software applications for government customers operating in complex, time-critical environments.

Dr. R. Scott Starsman is a senior artificial intelligence engineer and long-time thought leader in intelligent agents, advanced machine learning, and cognitive systems engineering. He brings more than three decades of experience spanning the U.S. Navy, defense R&D, and federal digital transformation programs. A former Engineering Duty Officer and 20-year Navy veteran, Dr. Starsman specialized in C4I systems, combat systems interoperability, and the research, development, and fielding of advanced technologies supporting Fleet and Joint operations.

In industry, Dr. Starsman has led major federal modernization initiatives, including enterprise transformation efforts for the Defense Contract Audit Agency and advanced technology programs for the Marine Corps Systems Command, NAVSEA, and other DoD organizations. He founded and directed multiple machine learning and analytics initiatives, developing innovative solutions in autonomous systems, cyber assessment, image analysis, and large-scale data processing.

At Cougaar Software, Inc., he contributes to the design and evolution of the ActiveEdge intelligent agent platform and developed CSI’s Large Language Model laboratory and LLM service architecture. Dr. Starsman holds a Ph.D. in Electrical Engineering with research in fuzzy systems and neural networks, and he has authored numerous papers on machine learning, simulation, image analysis, and cyber warfare.
