Sense & Respond Logistics:
Technology Roadmap Overview
Cougaar Software is delighted to share the results of our Department of Defense Sense and Respond Logistics (S&RL) Roadmap. This report was contracted by Office of the Deputy Under Secretary of Defense for Logistics and Materiel Readiness.

This report builds on over 10 years of DoD efforts to move beyond the inefficiencies of “mountain of steel” and the risks of “Just in Time” approaches to logistics. This report will help accelerate the transition of this revolutionary capability of S&RL to the services, and overcome obstacles that have hindered implementation. It identifies the logistics and technology capabilities required for an enterprise S&RL system, maps them to operational capabilities, and provides a gap analysis with conclusions and recommendations based on the results.
It is hoped that this product will facilitate informed decision making through the linkage of S&RL capabilities to technologies to maturity milestones. As much as possible, this project has identified and engaged the programs and organizations that are taking key roles in the maturation of the technologies, as well as many of the ultimate customers of the technologies and the resulting capability.

It is at the core of this study to identify what the commercial sector does well and use it, and identify what it does not, and invest in it. As the reports concludes, many of the most advanced critical S&RL technologies/capabilities are not getting sufficient attention in the commercial sector so the DoD will have to lead the commercial sector in order to be successful.

S&RL is an area where the DoD can lead industry and thereby not only assure that the logistics keeps pace and even anticipates 21st century war fighting requirements, but that it also supports the US industrial base linked to an increasingly Global Supply Chain. It can do this by developing technologies that not only support Sense and Respond Logistics capabilities, but the myriad of other applications for broader non-logistics Sense and Respond capabilities – which may be key enablers of revolutionary concepts such as the Semantic Web or Web 3.0.
It is hoped that this product will facilitate informed decision making through the linkage of S&RL capabilities to technologies to maturity milestones. As much as possible, this project has identified and engaged the programs and organizations that are taking key roles in the maturation of the technologies, as well as many of the ultimate customers of the technologies and the resulting capability.
The Roadmap provides the milestones against which DoD can measure progress towards achieving the S&RL vision, goals and objectives. The Roadmap will also provide a top-level concept of how the technologies will come together to achieve the desired capabilities from both a technical (logical) and organizational (operational) perspective.
